Office Memorandum

Sub: Cooperative Societies-Grant of Special Casual Leave to Central Government Servants.

1. A number of Cooperative Societies are working exclusively among Central Government Employees in various Departments. The area of operation of some of these Societies is extensive and their membership is large. Members! Delegates of Members/Managing Committee Members and/or office-bearers of such Societies find it difficult to attend Meetings of their societies Particularly when their Headquarters are different from the Headquarters of the society.

The question of granting special leave to members/Managing Committee Members etc. with a view to facilitating their attendance in Meetings of Cooperative Societies has been under consideration of the Central government for sometimes and it has now been decided that the delegates or members Managing Committee Members and office-bearers of Cooperative Societies (formed exclusive with Central Government Employees) who are posted outside the Headquarters of the Societies, may be granted special casual leave up to a maximum period of Ten days in a calendar year plus the minimum period required for the journeys to attend such Meetings.

2. Members of Cooperative societies whose bye-laws provided for attending Annual General Meetings. Special General Meeting through delegates of Members will not be eligible for special casual leave and in such cases only the elected delegates will be eligible for this special casual leave. However if the members are required to participate in any Meeting outside the Headquarters of the society. For the purpose of electing their delegates, they may be granted special casual leave.

3. The power of granting special casual leave under these orders will be exercised by Heads of Department as defined in Supplementary Rule 2 (10) in the case of government Servants under their Administrative Control and by the Ministries of the Government of India in other cases.

4. Special casual leave, under these orders, will be allowed to be combined with ordinary casual leave. Sundays/Holidays intervention, the period of special casual leave will not be ignored but will form part of special casual leave.

5. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Controller and Auditor General.
